Proposes a constitutional amendment to remove the Governor's authority to fill vacancies in county offices by appointment under Article IV, Section 1 of the Florida Constitution

Currently allows the Governor to fill county office vacancies for the full term if the vacancy is for an appointive office, or for the remainder of the term if less than 28 months remain in an elective office

Amendment would eliminate this gubernatorial power, allowing county office vacancies to be filled through other methods provided by law instead

Requires submission to Florida voters for approval at the next general election or at an earlier special election authorized by law

Includes a ballot statement explaining that the amendment removes the Governor's constitutional power to fill county vacancies while preserving state office appointment authority
