Defines "certified homeless youth" as a minor who is homeless or unaccompanied as defined in federal law and certified by a school district homeless liaison, emergency shelter director, or runaway/homeless youth program director.

Allows certified homeless youth and minors who have had disabilities of nonage removed to obtain certified copies of their birth certificates without age restrictions.

Creates a new statute allowing unaccompanied youths aged 16 or older who are certified homeless youth to petition circuit court to remove disabilities of nonage.

Waives court costs and fees for eligible unaccompanied homeless youth filing petitions to remove disabilities of nonage and requires courts to advance such cases on the calendar.

Takes effect July 1, 2012.
