Any professional sports facility constructed with state financial assistance must be designated as a shelter site for the homeless in accordance with locally existing homeless shelter programs.

County commissions must establish a local homeless coalition under s. 420.623 if no local homeless program exists in the county where the facility is located.

Professional sports franchises and counties must document to the Auditor General by January 1, 2013, that a homeless shelter has been operating at the facility since the effective date of their contract.

Franchises and counties that fail to demonstrate continuous homeless shelter operation until July 1, 2012, must refund all state financial assistance by December 31, 2012, minus amounts for months when the shelter actually operated.

After January 1, 2013, if a homeless shelter is still not operating at a state-assisted facility, the Auditor General shall levy fines equal to 150 percent of any monthly state financial assistance until operations resume.
