Creates section 383.141 requiring health care providers to give pregnant women current information about conditions tested in prenatal tests, test accuracy, and support service resources, specifically including Down syndrome and other prenatally diagnosed conditions.

Establishes a prenatal advocacy council within the Department of Health consisting of nine members appointed by the Governor, Senate President, and House Speaker to maintain a clearinghouse of information on supportive services and meet quarterly to review available resources.

Requires schools to provide information about the John M. McKay Scholarship Program to dependent children of U.S. Armed Forces members upon enrollment.

Expands regional autism centers to coordinate and disseminate information regarding available resources for services for children with developmental disabilities, not limited to autism.

Takes effect July 1, 2012.
