Amends chapter 2003-380, Laws of Florida to revise the boundary description of the West Palm Beach Downtown Development Authority's downtown area

Redefines the downtown area boundaries with specific legal descriptions referencing streets, waterways, railroad tracks, and recorded plat books in Palm Beach County

Excludes a specific parcel of land in Section 22, Township 43 South, Range 43 East that was deeded to the State of Florida from the development authority area

Extends the annual tax levy authority under section 8 to apply to the entire revised downtown area

Takes effect upon becoming a law
