Transfers the Division of Law Enforcement from the Department of Environmental Protection (excluding the Bureau of Emergency Response) to the Fish and Wildlife Conservation Commission effective July 1, 2012.

Reassigns sworn forest law enforcement positions funded by the Conservation and Recreation Lands Program and the aquaculture violations investigator from the Department of Agriculture and Consumer Services to the Commission's Division of Law Enforcement.

Grants Fish and Wildlife Conservation Commission law enforcement officers full authority to investigate and arrest for violations of rules and laws of the Department of Environmental Protection, Department of Agriculture and Consumer Services, and the Board of Trustees of the Internal Improvement Trust Fund.

Establishes transition advisory working groups to determine proportionate administrative support positions, facility arrangements, budget adjustments, and rules amendments necessary to implement the reorganization.

Ensures transferred employees retain and transfer accrued leave balances and receive continued funding through applicable trust funds for positions and property transferred from both departments.
