Creates section 373.4591 requiring water management districts and the state to establish and document a baseline condition of wetlands and surface waters on private agricultural land before entering into water storage and water quality improvement agreements with private landowners.

Baseline conditions must be determined using methods set forth in existing rules adopted pursuant to section 373.421 and serve as the regulated extent of wetlands and surface waters for the duration of the agreement and after its expiration.

Establishes the Study Committee on Investor-Owned Water and Wastewater Utility Systems composed of 18 members including government officials, utility representatives, customers, and other stakeholders appointed by the Governor, Senate President, and House Speaker.

Committee members serve without compensation but receive expense reimbursement, with appointment authority able to remove or suspend members for cause including failure to attend two or more meetings.

Committee must submit a report by February 15, 2013 to the Governor and Legislature detailing findings on investor-owned utility issues and making legislative recommendations; committee terminates June 30, 2013.
