Revises definitions of "full schedule of live racing or games" and "horseracing" to include specific performance requirements for various types of racing (thoroughbred, quarter horse, harness, jai alai, greyhound)

Creates new provisions allowing quarter horse racing permit holders located in counties with populations of at least 2 million to convert their permits to thoroughbred racing permits without mileage or election requirements

Removes restrictions on harness track operating hours (previously limited to 7 p.m. to 2 a.m.) and certain location prohibitions

Establishes advance deposit wagering on thoroughbred races, requiring 0.955 percent of off-site wagers be remitted to the Florida Thoroughbred Breeders' and Owners' Association within 30 days

Reduces the required days of thoroughbred horse sales from 15 to 8 days for intertrack wagering license eligibility and removes restrictions on thoroughbred race timing and rebroadcasts
