Amends Florida Statutes section 402.82 to prohibit recipients from using electronic benefit transfer cards to access cash benefits outside the state, purchase alcohol or tobacco products, or use at gambling and adult entertainment establishments, except for federal SNAP benefits authorized under federal law.

Adds electronic benefit transfer card as an approved payment method for temporary cash assistance under section 414.095, alongside direct payment by state warrant and vouchers.

Prohibits cash assistance recipients from accessing cash through automated teller machines located in adult entertainment establishments, pari-mutuel facilities, tribal gaming facilities, commercial bingo operations, alcohol retailers, gambling establishments (including internet cafes and sweepstakes centers), and cardrooms.

Prohibits cash assistance recipients from using benefit transfer cards to purchase any goods or services at the restricted establishments listed above.

Effective date of July 1, 2012.
