Proposes constitutional amendments to abolish the Constitution Revision Commission and the Taxation and Budget Reform Commission, which are authorized to propose amendments to the State Constitution.

Removes provisions allowing state officers to serve on the Constitution Revision Commission and allows them only to serve on constitutional conventions or statutory advisory bodies.

Eliminates the Constitution Revision Commission scheduled to convene in 2017 and the Taxation and Budget Reform Commission scheduled to convene in 2027, both of which previously operated on 20-year intervals.

Preserves the people's power to propose constitutional initiatives, call a constitutional convention, and the Legislature's power to propose constitutional amendments or revisions.

Requires submission of the amendment to Florida voters for approval at the next general election or an earlier special election authorized by law.
