Creates the Florida Health Benefits Exchange Legislative Study Committee with 12 members (3 from each major legislative party leader) to examine issues pertaining to establishment and operation of a state-based health insurance exchange under the Patient Protection and Affordable Care Act.

Committee must develop findings and recommendations on 13 specified topics including governance structure, financing, transparency requirements, plan standards, regulatory roles, and necessary statutory changes by September 30, 2012.

Office of Insurance Regulation must provide administrative and technical support; committee must hold at least 4 in-person meetings with first convening within 45 days, and dissolves by January 31, 2013.

Directs the state to establish and operate the Florida Health Benefits Exchange with separate risk pools for individuals and small businesses, targeting certification by January 1, 2013, and operation by January 1, 2014, in compliance with federal law.

Act becomes null and void if Section 1311 of the Patient Protection and Affordable Care Act is repealed or substantially amended such that health benefits exchanges are no longer anticipated.
