Requires the Public Service Commission to consider public health, safety, environment, national security, and economic development when performing its duties.

Mandates rate structures that prohibit declining block rates, promote energy efficiency, and include performance-based financial rewards and penalties for utilities meeting or exceeding conservation goals.

Requires impact studies for any proposed power plant covering environmental, public health, safety, economic, and national security impacts over the facility's lifetime.

Establishes a Sustainable and Renewable Energy Policy Trust Fund with a 25-cent monthly systems charge collected from residential, commercial, and industrial electric utility customers beginning January 1, 2013.

Creates a direct-support organization for the Office of Energy with a nine-member board to fund renewable energy projects, energy efficiency initiatives, and solar rebate programs.

Extends the Solar Energy System Incentives Program through June 30, 2016 and increases rebate amounts to $4 per watt for fiscal year 2012-2013, phasing down to $1.50 per watt in subsequent years.
