Creates the Sustainable and Renewable Energy Policy Trust Fund within the Office of Energy under the Department of Agriculture and Consumer Services, administered by the office head or designee.

Funds the trust account through state appropriations, federal and state grants, and monthly service charges collected by electric utilities from residential, commercial, and industrial consumers.

Allows annual carryforward of unspent trust fund balances to support direct-support organization activities related to sustainable and renewable energy projects.

Terminates the trust fund on July 1, 2016, unless terminated sooner, with mandatory review prior to scheduled termination under Florida law.

Effectiveness is contingent on House Bill 1427 or similar legislation being adopted in the same legislative session and becoming law.
