Department of Law Enforcement must request payment from persons or entities receiving security or transportation services when visiting the state for a significant public purpose.

Services may be provided to visiting dignitaries when requested by the Governor, Lieutenant Governor, Cabinet member, Speaker of the House, President of the Senate, or Chief Justice of the Supreme Court, subject to certification that services are in the best interest of the state.

Department must submit an annual report by July 15 to the Governor, Legislature, and Cabinet detailing all transportation and protective services provided, including cost accounting, recipient names, nature of state business, and payments received.

Services may also be provided when failure to do so could result in clear and present danger to personal safety or public embarrassment to the state.

Effective date: July 1, 2012.
