Requires all products containing ephedrine, pseudoephedrine, phenylpropanolamine, or their salts and optical isomers to be dispensed by prescription only, with limited exceptions for FDA-approved over-the-counter products.

Exempts specific ephedrine-containing products from prescription requirement if they comply with FDA monographs and are manufactured to reduce abuse potential, including solid oral dosage forms with defined ingredient ranges, liquid oral dosage forms, anorectal preparations under 5 percent ephedrine, nasal decongestants at 0.5 percent or less, and FDA-approved new drug applications.

Repeals section 893.1495, Florida Statutes, which previously regulated retail sale of ephedrine and related compounds.

Authorizes the department to implement the prescription requirement through administrative rule.

Effective date: July 1, 2012.
