HB 1475 - Compass Lake in the Hills Independent Special District Act

• Creates the Compass Lake in the Hills Independent Special District in Jackson County as a limited special-purpose local government with five-member governing board elected by landowners and qualified electors.

• District has authority to levy ad valorem taxes (up to 10 mills), special assessments, and service charges; issue bonds; and provide municipal services including fire protection, law enforcement, recreation, water, streets, and utilities.

• For 5 years after creation, combined special assessments and ad valorem taxes cannot exceed $165 per lot/parcel annually; increases thereafter limited to 4 percent per year.

• Initial board consists of four landowners elected on one-acre/one-vote basis and one qualified elector elected on one-person/one-vote basis; composition shifts toward qualified electors as population exceeds 1,000, 2,000, 3,000, and 4,000 residents.

• Takes effect only upon approval by majority vote of Jackson County qualified electors in a referendum held in conjunction with the next county election.
