Increases the Loxahatchee Groves Water Control District board of supervisors from 3 to 5 members, with board seats numbered 1 through 5.

Converts seat 1 to a nonpartisan office elected by qualified electors through district-administered elections held every 3 years, with candidates qualifying with the Palm Beach County Supervisor of Elections.

Establishes that seats 2, 3, 4, and 5 are elected by landowners at annual landowner meetings, each with 3-year terms, with candidates requiring a majority of votes or facing a runoff election.

Sets initial term transitions with seat 1 and 2 members expiring in 2012 (one elected by qualified electors, one by landowners), seat 3 expiring in 2013, and seats 4 and 5 expiring in 2014.

Provides that this act takes precedence over conflicting laws and includes severability provisions if any section is found invalid.
