Amends section 1009.21, Florida Statutes to establish resident tuition status for dependent children who lived in Florida with a parent before the parent's death.

Allows such children to qualify as residents for tuition purposes at charter technical career centers, career centers operated by school districts, Florida College System institutions, and state universities if they continue living in the state with an adult who is not their parent while completing high school requirements.

Permits resident tuition classification regardless of whether a non-resident parent claims the minor as a dependent for federal income tax purposes.

Takes effect July 1, 2012.
