Amends the Spring Lake Improvement District charter to establish a five-member board of supervisors with composition and terms determined by section 189.4051, Florida Statutes, with all supervisors required to be landowners within the district.

Removes the district's authority to use eminent domain, except as otherwise limited in the act.

Caps the aggregate principal amount of bonds outstanding at any one time at 15 percent of the assessed value of taxable property in the district, with any excess bond issuance requiring majority approval by landowners voting on a one-acre/one-vote basis in a referendum.

Grants the district authority to construct and maintain facilities for mosquito control and to take measures to control mosquitoes and other arthropods of public health importance.

Requires the district to conduct a referendum by July 1, 2012, on whether to authorize mosquito control services, with the act automatically repealed on December 31, 2012, if the referendum fails to receive majority approval from landowners.
