HB 1505 Summary

• Creates the "Public Education Innovation and Efficiency Act" to provide school districts exemptions from statutes in chapters 1000-1013 and corresponding administrative rules to increase flexibility and improve student achievement.

• School districts remain subject to statutes governing student assessment, special education services, civil rights, student health and safety, school board elections, superintendent duties, public meetings, financial matters, budgeting, and educational facilities.

• Authorizes school districts to request statutory waivers through a super majority board vote, with approval required from the Commissioner of Education and State Board of Education for up to 3 years, including specific purpose, goals, and impact documentation.

• Prohibits waivers from statutes pertaining to special education services, civil rights and discrimination, student health and safety, school board member elections, superintendent duties, and student assessment programs.

• Requires school districts to submit annual reports by January 15 each year to the Governor, Legislature, and State Board of Education detailing implementation strategies and student performance and operational efficiency results.
