Creates section 1002.333 of Florida Statutes to establish family charter academies as part of the state's public school system with the goal of achieving cost efficiencies and increased academic achievement in family education.

Authorizes nonprofit organizations with literacy or family education expertise, existing K-12 charter schools, municipalities, and legal entities to apply to school districts or Florida College System institutions to open a family charter academy.

Requires applicants to submit comprehensive applications including student learning goals, differentiated learning strategies, financial plans, facility descriptions, teacher qualifications, and documentation of virtual instruction contracts if applicable.

Authorizes district school boards and Florida College System institutions to sponsor family charter academies and requires sponsors to monitor progress toward charter goals and ensure participation in state accountability systems using TABE and CASAS assessment scores.

Encourages sponsors to establish performance-based contracts measuring academy success through assessment scores, attendance data, and other performance indicators, and to provide applicants with previous year cost and outcome data.
