Repeals section 163.2523, Florida Statutes, which terminates the Urban Infill and Redevelopment Assistance Grant Program.

Updates cross-references in sections 163.065, 163.2511, and 163.2514 to remove references to the repealed grant program section.

Maintains the "Growth Policy Act" framework by keeping sections 163.2511-163.2520 in effect, which govern urban infill and redevelopment areas.

Preserves definitions for urban infill and redevelopment areas, including requirements for public services availability, evidence of economic distress, substandard properties, transit access within 1/4 mile, and proximity to community redevelopment initiatives.

Takes effect July 1, 2012.
