• Repeals sections 860.151 through 860.158 of Florida Statutes, which establish and govern the Florida Motor Vehicle Theft Prevention Authority
• Eliminates provisions relating to the Authority's short title, purpose, definitions, establishment, member compensation, personnel, powers, duties, and expenditures
• Amends section 713.78 to remove reference to section 860.158 and redirect the $2 wrecker operator lien filing fee to the General Revenue Fund instead
