Repeals requirement for the Department of Environmental Protection to file reports with the Speaker of the House and President of the Senate regarding federal and state statutory changes needed for federal environmental permitting consolidation.

Repeals requirement for the department to coordinate with the Florida Congressional Delegation on necessary changes to federal law related to wetland and water permitting programs.

Retains the department's directive to develop a mechanism or plan to consolidate federal and state wetland permitting programs for dredge and fill activities impacting 10 acres or less.

Maintains the department's ability to pursue complete assumption of federal permitting programs under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.

Takes effect July 1, 2012.
