Eliminates the requirement that the Florida Health Insurance Plan's board of directors submit an annual report to the Governor and Legislature concerning the plan's operations and actuarial studies.

Removes redundant language making the board's implementation of the plan contingent upon appropriation of startup costs and projected deficits, though the board may still complete actuarial studies.

Deletes the requirement that the Office of Insurance Regulation annually report to the Governor and Legislature regarding the Small Employers Access Program.

Renumbers subsections (7) through (20) of Florida Statute 627.64872 as subsections (6) through (19) to reflect the removal of the annual reporting requirement.

Takes effect July 1, 2012.
