Deletes authorization for the Department of Corrections to require offenders under any form of supervision to submit to and pay for urinalysis testing to identify drug usage as part of rehabilitation programs.

Removes the provision that allowed failure to pay for or participate in urinalysis testing to be grounds for revocation of supervision by the court, Parole Commission, Control Release Authority, or removal from pretrial intervention programs.

Establishes that the Department of Corrections must create a payment plan for all court-ordered costs with victim restitution payments taking precedence over all other court-ordered payments.

Requires the department to withhold disbursement of cumulative amounts less than $10 to individual payees under the payment plan.

Takes effect July 1, 2012.
