Resolves collective bargaining impasses for the 2012-2013 fiscal year between the State of Florida and ten certified bargaining units, including Teamsters Local 2011, Police Benevolent Association units, Florida State Fire Service Association, American Federation of State/County/Municipal Employees, and Federation of Physicians and Dentists units.

Implements the state's proposals dated December 5, 2011, February 16, 2012, and March 2, 2012 to resolve disputed articles covering wages, hours, benefits, grievance procedures, and working conditions for each bargaining unit.

Specifies that all other mandatory collective bargaining issues at impasse not addressed by this act or the General Appropriations Act shall be resolved using personnel rules in effect March 1, 2012, while maintaining the status quo under existing collective bargaining agreements.

Takes effect July 1, 2012.
