Severance Pay Limits: Requires school district employment contracts with severance pay provisions to comply with state limits on extra compensation, capping severance at 1 year of annual salary for officers, employees, contractors, and superintendents.

School District Consortium: Mandates each district school board enter into an interlocal agreement to establish the School District Consortium for maximizing purchasing power for goods and services.
