Repeals section 1010.87 and terminates the Workers' Compensation Administration Trust Fund within the Department of Education, effective June 30, 2013, transferring all remaining balances and revenues to the Department of Financial Services.

Removes the Department of Education's administrative duties under the Workers' Compensation Law and eliminates the department's authority to share confidential medical records with the Department of Financial Services.

Authorizes the Department of Financial Services to contract with third-party rehabilitation providers to administer training screenings, reemployment assessments, vocational evaluations, and reemployment services for injured workers.

Prohibits rehabilitation providers who contract with the department to provide screenings or evaluations from also providing training or education to injured employees, preventing conflicts of interest.

Appropriates $350,000 in recurring funds and authorizes five full-time equivalent positions for the Department of Financial Services to implement the act in the 2012-2013 fiscal year, with effectiveness July 1, 2012.
