HB 5301 Summary - Health Care Services

• Creates an Internet-based eligibility determination system for Medicaid and the Children's Health Insurance Program (CHIP), with completion required by October 1, 2013 and implementation by January 1, 2014, subject to appropriation.

• Limits hospital emergency department visits for nonpregnant Medicaid recipients 21+ years old to six visits per fiscal year, effective August 1, 2012.

• Requires Medicaid managed care enrollment expansion for HIV/AIDS recipients in Broward, Miami-Dade, and Palm Beach Counties; expands home health monitoring and comprehensive care management pilot projects statewide.

• Authorizes the Agency for Health Care Administration to contract with organizations to provide Program of All-Inclusive Care for the Elderly (PACE) services in specified counties, with up to 150 enrollment slots per location, exempt from chapter 641 requirements.

• Establishes county billing procedures and refund processes for Medicaid recipient determinations based on address information; requires transfers of excess collections to the Lawton Chiles Endowment Fund beginning in fiscal year 2013-2014 through 2020-2021, capped at $350 million total.
