Department of Revenue must establish and implement the One-Stop Business Registration Portal by January 1, 2013, providing a single online entry point for individuals and businesses to submit license, registration, and permit applications to state departments and agencies.

Portal allows users to file required documents and remit payments for various fees including application fees, license fees, registration fees, permit fees, and filing fees to state departments or agencies.

Department of Revenue may competitively procure services for website development and maintenance, and six state departments (Business and Professional Regulation, Economic Opportunity, Financial Services, Lottery, Management Services, and State) must cooperate in portal development and implementation.

Department of Revenue must submit annual reports by January 1 each year beginning in 2013 to the Governor and Legislature describing implementation activities and plans for expanding the portal to include local government licenses, registrations, and permits.

Repeals sections 288.1092, 288.1093, and 288.1095 relating to the former One-Stop Permitting System, Quick Permitting County Designation Program, and associated grant programs; legislation takes effect July 1, 2012.
