Removes the 1 percent cap on reimbursement to the Department of Management Services for coordinating the Florida State Employees' Charitable Campaign, allowing actual cost reimbursement instead.

Transfers funds collected from electronic information services fees from the Department of Management Services to the Department of Financial Services, not to exceed $500,000 annually, to support statewide purchasing operations.

Eliminates the requirement for the Department of Management Services to provide annual reports on executive aircraft pool utilization and repeals the statute establishing the executive aircraft pool.

Terminates the Bureau of Aircraft Trust Fund within the Department of Management Services and transfers all remaining balances and revenues to the General Revenue Fund by July 1, 2012.

Extends the expiration date of criminal offense and traffic violation surcharge provisions (funding state agency law enforcement radio systems) from July 1, 2012 to July 1, 2021.
