CS/HB 5509 - State Data Center System

• Consolidates all state agency data centers into primary data centers by 2019 to maximize cost savings and improve service delivery through standardized hardware/software, shared resources, and economies of scale.

• Establishes specific consolidation schedules for state agencies into three primary data centers (Northwest Regional, Southwood Shared Resource, and Northwood Shared Resource) with deadlines ranging from December 2011 through 2015-2016.

• Requires agencies and primary data centers to submit transition plans detailing resource inventories, cost estimates, staffing needs, and consolidation timelines by specified deadlines.

• Exempts Department of Law Enforcement, Department of Lottery's Gaming System, State Board of Administration, state attorneys, public defenders, and Florida Clerks of Court Operations Corporation from consolidation.

• Requires service-level agreements between agencies and primary data centers within 60 days of consolidation with specific terms for services, costs, performance standards, and dispute resolution, with reporting requirements if agreements cannot be executed.
