Amends s. 120.536, F.S. to establish automatic nullification of administrative rules when the laws they implement are repealed, with procedures for removal from the Florida Administrative Code and the updated historical notes.

Creates s. 120.555, F.S. establishing a summary repeal process for rules no longer in effect, allowing the Department of State to request agency confirmation of a rule's status with a 90-day response deadline and a 21-day objection period.

Nullifies 250+ specific administrative rules adopted by five water management districts (Northwest, Suwannee River, St. Johns River, Southwest, and South Florida) relating to permitting, bidding, inspections, and other operational procedures.

Nullifies 30+ administrative rules from the former Department of Commerce (relating to boards and investment programs), the former Department of Health and Rehabilitative Services (relating to health programs and nursing scholarships), the former Advisory Council on Intergovernmental Relations (16 rules), and the former Department of Labor and Employment Security (relating to asbestos management and vocational rehabilitation).

Directs the Department of Health and Department of Education to initiate rulemaking before July 1, 2013 to readopt or revise necessary rule portions; effective 60 days after bill enactment.
