Repeals the Florida State Employee Wellness Council and transfers its duties to the Executive Office of the Governor's rules ombudsman regarding small business regulatory advisory matters.

Transfers Small Business Regulatory Advisory Council functions to the rules ombudsman in the Executive Office of the Governor and eliminates the requirement for OPPAGA studies on rejected regulatory alternatives.

Repeals five obsolete statutory provisions: the Judah P. Benjamin Memorial Advisory Council, the Small Business Advocate position, the Health Information Systems Council, the developmental disabilities compact provisions, and the Florida Institute for Nuclear Detection and Security.

Removes the bicycle regulation requirement to keep one hand on the handlebars while operating a bicycle and makes related subsection renumbering adjustments in the bicycle regulations statute.

Removes the Statewide Intermodal Transportation Advisory Council from the Strategic Intermodal System Plan development process while clarifying the Florida Transportation Commission's coordination responsibilities.
