Exempts specified Department of Environmental Protection rules (62-302 and 62-303 Florida Administrative Code) addressing nutrient pollution from legislative ratification under s. 120.541(3), Florida Statutes.

Requires the department to publish notice of this exemption in the Florida Administrative Weekly at the time of filing these rules for adoption.

Mandates that any subsequent rule or amendment altering the effect of proposed rule 62-302.531(9) be submitted to the President of the Senate and Speaker of the House no later than 30 days before the next regular legislative session and cannot take effect until ratified by the Legislature.

Directs the department to submit the proposed rules to the United States Environmental Protection Agency regional administrator for review under section 303(c) of the federal Clean Water Act within 30 days of the effective date.

Takes effect upon becoming law.
