• Clarifies the Governor's constitutional authority to direct and supervise executive branch agencies and department heads appointed to serve at the Governor's pleasure, incorporating Article IV of the State Constitution into state law.

• Creates section 120.515 establishing that the Administrative Procedure Act does not limit the Governor's authority to direct subordinate executive officers serving at the Governor's pleasure.

• Defines "to serve at the pleasure" to mean appointees serve until removed by the appointing authority and remain subject to direction and supervision of the appointing authority.

• Repeals numerous unused, redundant, or duplicative rulemaking authorities across multiple state departments and agencies, including provisions relating to elections, retirement systems, state employment, and various regulatory programs.

• Effective date: July 1, 2012.
