Terminates two Department of Transportation trust funds: Everglades Parkway Construction Trust Fund (FLAIR 55-2-199) and Jacksonville Transportation Authority Project Construction Trust Fund (FLAIR 55-2-413)

Transfers all current balances and revenues from the terminated funds to the State Transportation Trust Fund

Terminates the Federal Law Enforcement Trust Fund within the Department of Transportation (FLAIR 55-2-719) and transfers its balances and revenues to the Federal Law Enforcement Trust Fund in the Department of Highway Safety and Motor Vehicles

Requires the Department of Transportation to pay outstanding debts and obligations of terminated funds as soon as practicable, and directs the Chief Financial Officer to close out and remove funds from state accounting systems using generally accepted accounting principles

Repeals section 339.082, F.S. (Federal Law Enforcement Trust Fund) and section 932.7055(6)(k), F.S. (Florida Contraband Forfeiture Act deposit procedures); effective July 1, 2012
