CS/HB 7085 Summary

• Requires private prekindergarten providers and public schools delivering the Voluntary Prekindergarten Education Program to execute a statewide provider agreement established by the Office of Early Learning, with allowances for single agreements on behalf of multiple providers under certain circumstances.

• Mandates the Office of Early Learning adopt rules prescribing a standardized, uniform statewide provider agreement that early learning coalitions cannot omit, supplement, amend, or append with attachments; agreement must include child eligibility, enrollment procedures, performance standards, fee restrictions, and dispute resolution procedures.

• Establishes that early learning coalitions cannot execute agreements with private providers until determining eligibility, and providers cannot deliver the program until the agreement is fully executed; coalitions must submit executed agreements to the Office of Early Learning.

• Revises funding allocation calculations to base initial allocation on estimated student enrollment and reallocation on actual full-time equivalent enrollment, with monthly reporting requirements and amendments prohibited after December 31.

• Requires the Auditor General to conduct audits of early learning coalitions and authorizes the Office of Early Learning to monitor and evaluate coalition performance, finances, and operations; repeals sections 1002.65 and 1002.77; effective July 1, 2012.
