Authorizes clerk of court to optionally review property and motor vehicle records to determine indigency status of public defender applicants, removing prior mandatory requirement.

Creates new requirements for circuit court clerks to participate in and submit case data to the Comprehensive Case Information System based on case types designated by the Florida Supreme Court.

Establishes that filing fees and reopen fees are due at time of filing, with clerks required to pursue collection of unpaid fees; exempts certain motions (enforcement of stipulations, contempt motions) from reopen fees.

Authorizes clerks to charge $10 fee for issuing electronic certified copies of summons in both circuit and county courts.

Implements automated electronic jury venire selection system with clerk oversight and Chief Justice approval of juror candidate selection plans; modifies jury list procedures to eliminate requirement for annual selection during first week of January.

Extends statute of limitations for collecting court costs and fines to allow collection at any time; clarifies indigent persons with indigency certification are exempt from paying summons issuance charges.

Establishes criminal and civil judgment liens for unpaid court-imposed financial obligations without 10-year rerecording requirement; prioritizes victim restitution in parole conditions.
