Amends s. 624.23, F.S. to revise the public records exemption for consumer complaints and inquiries relating to insurance matters and the Employee Assistance and Ombudsman Office.

Reorganizes the definition of "consumer" to include prospective purchasers, purchasers, beneficiaries, applicants for insurance products or services, family members, dependents, and employees seeking assistance from the Employee Assistance and Ombudsman Office.

Redefines "personal financial and health information" to include seven categories: personal health conditions, medical diagnosis history, income/expenses, financial transactions, assets/liabilities/net worth, insurance policy coverage or status, and interests in insurance policies, annuity contracts, or trusts.

Permits disclosure of confidential information to other governmental entities when necessary for their duties, the National Association of Insurance Commissioners, and consumers or their legally authorized representatives.

Eliminates the scheduled repeal of the exemption under the Open Government Sunset Review Act and makes the act effective October 1, 2012.
