Authorizes the City of Tallahassee to pay $2,400,000 to Irving Hoffman and Marjorie Weiss as compensation for the wrongful death of their daughter Rachel Hoffman, who was murdered in May 2008 while serving as a confidential informant for the Tallahassee Police Department.

Represents the final payment in a total agreed settlement of $2,600,000, with $200,000 having already been paid to the parents.

Designates the awarded amount as the sole compensation for all present and future claims arising from Rachel Hoffman's death.

Limits attorney fees, lobbying fees, and related expenses to 15 percent of the first $1,000,000, 10 percent of the second $1,000,000, and 5 percent of the remainder, capping total fees at $270,000, though taxable costs may be collected separately.

Takes effect upon becoming law.
