Urges Congress to call a constitutional convention under Article V to propose a balanced budget amendment to the U.S. Constitution.

Requires the proposed amendment to mandate that total federal outlays not exceed total receipts for any fiscal year and prohibit increases in taxes or other revenue sources.

Allows waiver of balanced budget requirements with two-thirds approval from both houses of Congress for fiscal years involving war or military conflict that poses an imminent threat to national security.

Supersedes all previous Florida memorials and concurrent resolutions on this issue, including Senate Memorial 234 and House Memorial 2801 (1976) and Senate Concurrent Resolution 10 (2010).

Automatically becomes void if used to support a constitutional convention for any purpose other than requiring a balanced federal budget.
