Authorizes Fairmont Specialty Insurance Company (formerly Ranger Insurance Company) to pay $10,750,000 to the Guardianship of Eric Brody to be placed in a special needs trust as compensation for injuries sustained in a March 3, 1998 vehicle collision caused by Broward County Sheriff's Deputy Christopher Thieman.

Declares the $10,750,000 award as sole compensation for all present and future claims including attorney fees, lobbying fees, and related costs arising from the incident, and releases the Broward County Sheriff's Office, insurance company, Broward County Board of County Commissioners, and Deputy Thieman from further liability.

Prohibits any portion of the award from being used to pay attorney fees, lobbying fees, costs, or other similar expenses incurred by the Guardianship of Eric Brody in pursuit of the claim or related litigation.

Waives or extinguishes all lien interests relating to treatment and care of Eric Brody, including Medicaid liens.
