Authorizes the City of Hollywood to appropriate and pay an additional $100,000 to Ronald Miller as compensation for injuries sustained from a July 30, 2002 vehicle accident caused by city employee negligence.

Establishes that the $100,000 payment under this act, combined with the $100,000 already paid under Florida statutory liability limits (s. 768.28), constitutes full compensation for all present and future claims arising from the incident.

Limits total attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the $100,000 award, with all such expenses paid on a pro rata basis from the appropriated amount.

Acknowledges that a jury previously entered a judgment of $1,130,731.89 plus $17,257.82 in costs in Miller's favor, with this legislation representing a negotiated settlement between the parties.
