Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Compensates parents for the remaining unpaid portion of a $2 million settlement agreement between the parents and Florida State University; the Division of Risk Management previously paid $200,000 under statutory limits.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to no more than 25 percent of the $1.8 million award.

Declares the $1.8 million payment plus the previously paid $200,000 to constitute sole compensation for all present and future claims arising from Devaughn Darling's death.
