Authorizes Miami-Dade County to pay $1,010,000 to Ronnie Lopez and Roberto Guzman as co-personal representatives of Ana-Yency Velasquez's estate for the benefit of her three minor children.

Compensates the estate and children for Ana-Yency Velasquez's death on February 23, 2009, resulting from a Miami-Dade County police officer's negligence when his unmarked cruiser broadsided her vehicle while pursuing a phantom speeding vehicle without engaging lights or sirens.

Caps attorney's fees, lobbying fees, costs, and similar expenses at 25 percent of the $1,010,000 award.

Establishes that the $150,000 previously paid under Florida's statutory liability cap and this $1,010,000 award constitute sole compensation for all claims arising from Ana-Yency Velasquez's death.

Takes effect upon becoming law.
