Appropriates $1 million from the General Revenue Fund to the Department of Children and Family Services to compensate L.T., a minor, through her permanent custodian Vicki McSwain, for injuries sustained due to negligence of DCF employees.

Funds shall be distributed after payment of attorney's fees, lobbying fees, costs, and medical liens, with remaining balance placed in a special needs trust for L.T.'s exclusive benefit.

Directs the Chief Financial Officer to draw and pay a warrant for $1 million to L.T. through her custodian from state treasury funds not otherwise appropriated.

Limits total attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the total $1 million award.

Designates the appropriation as sole compensation for all present and future claims arising from the factual circumstances described in the bill, which involved sexual abuse of L.T. by a foster parent between October and December 2004.
