Authorizes the Pasco County Sheriff's Office to appropriate and pay Jennifer Wohlgemuth $8,624,754.40 for injuries sustained due to negligence by Deputy Kenneth Petrillo in a January 3, 2005 vehicle crash.

Deputy Petrillo struck Wohlgemuth's vehicle while driving in a high-speed pursuit without activated siren or lights, traveling more than 20 mph over the speed limit through a red light, causing her severe brain injuries requiring 24/7 supervision.

Payment represents the remainder of a $8,724,754.40 trial judgment (affirmed on appeal in March 2010) after the Pasco County Sheriff's Office paid the statutory $100,000 limit under Florida law.

Limits attorney fees, lobbying fees, and costs to 15 percent of the first $1 million, 10 percent of the second $1 million, and 5 percent of the next $3 million (totaling $400,000 maximum), unless the claimant waives this limitation allowing up to 25 percent of the total amount.

Declares this payment the sole compensation for all present and future claims arising from the accident.
