Appropriates $1 million from the General Revenue Fund to compensate Eddie Weekley and Charlotte Williams for the death of their son Franklin Weekley while in care at Marianna Sunland Center.

Franklin Weekley disappeared from the facility in December 2002 and was presumed a runaway; his skeletal remains were discovered in an adjacent building basement in October 2004.

Authorizes the Chief Financial Officer to issue a warrant for $1 million to the parents as co-personal representatives of Franklin Weekley's estate.

Limits attorney's fees, lobbying fees, costs, and related expenses to no more than 25 percent of the $1 million award.

Designates the appropriated amount as sole compensation for all present and future claims arising from Franklin Weekley's disappearance and death, in addition to a previously-paid $300,000 settlement.
